Foreign licence in Italy: validity and conversion ๐ŸŒ

๐Ÿ“Œ In short: With an EU/EEA licence you drive in Italy without time limits. With a non-EU licence you may drive for 12 months from residency (with an official translation or an international permit); after that you need conversion without exams โ€” possible only if your country has a reciprocity agreement with Italy โ€” or the full exam, theory in Italian included. The agreement list changes: always check the Ministry's official up-to-date list.

The three possible situations (table)

SituationHow long you driveThen what
EU/EEA licenceNo time limitNothing mandatory right away
Non-EU, country WITH agreement12 months from residencyConversion without exams (medical visit + paperwork)
Non-EU, country WITHOUT agreement12 months from residencyFull exam: theory (in Italian) + practical

Countries with agreements include, for example, Albania, Morocco, Brazil (with conditions), Argentina, Ukraine and many others; the list is dynamic and some deals carry special terms โ€” the only reliable source is the Ministry of Infrastructure and Transport's list.

Conversion: documents and steps

1. Registered residence in Italy and a foreign licence still valid, obtained before residency.

2. Medical fitness visit with a revenue stamp.

3. Application at the Motorizzazione with a sworn translation of the licence, photos and PagoPA payments.

4. Your foreign licence is withdrawn and sent to the issuing country's authorities; you receive the equivalent Italian licence.

Timelines vary a lot (weeks to months) depending on the authenticity checks requested from the issuing country.

If the exam it is: the route for non-natives

Without an agreement, the only road is the ordinary process: theory in Italian (30 questions / 20 min / max 3 errors) and the practical test. The good news: the exam vocabulary yields to the bilingual method โ€” ministerial quizzes with English side by side โ€” described in the guide for studying in English, and the paperwork in the documents checklist.

๐Ÿ“– Useful definitions
  • Reciprocity agreement โ€” a bilateral deal allowing licence exchange without exams.
  • Sworn translation โ€” an official court-certified translation required for foreign documents.
  • International driving permit โ€” the document accompanying a national licence for driving abroad.
