This article explains when road users must start following the new rules of behavior.

All road users are required to comply with the new rules from the date the Code enters into force. From that moment, all driving rules, priorities, limits, and required behaviors become mandatory.

Regarding compulsory liability insurance, for mopeds and agricultural vehicles the obligation applies from October 1, 1993. From the same date, previous insurance provisions are repealed. For agricultural vehicles, insurance can also be taken out for shorter periods than a full year, as long as it is at least two months, since these vehicles are often not used year-round.

For violations committed before the Code came into force, the previous rules still apply, including both penalties and procedures. This ensures that new rules are not applied retroactively.

In summary, new behavioral rules apply immediately, but past violations remain governed by previous laws.
