This article explains how new driving licence rules are applied over time.
The new provisions apply to all licences issued after September 30, 1993. Driving restrictions under Article 117 apply only to those who passed their driving test after that date.
Procedures already in progress at that time continue under the previous rules. All licences issued before that date remain valid. However, at the first renewal or review, the licence must be updated to comply with the new system.
An important exception concerns acquired rights: holders of category B or higher licences issued before April 26, 1988 retain the right to ride motorcycles, even if newer rules impose stricter conditions.
Driving schools already in operation must comply with the new rules within one year. Until then, they continue to operate under previous regulations.
Overall, this article ensures continuity while requiring gradual adaptation to the new legal framework.
