Infographic: Use of traffic fine revenues

Money collected from traffic fines is not kept arbitrarily but is distributed among public authorities depending on who detected the violation. If the violation is detected by state authorities such as the police, the revenue goes to the State. If it is detected by regional, provincial, or municipal officers, the revenue goes to those respective local authorities.

For the State, these funds are mainly used to improve road safety. A large portion is allocated to the National Road Safety Plan, which includes research, studies, public awareness campaigns, and traffic information services. Part of the funds is also used to improve vehicle safety and to support educational programs in schools aimed at teaching traffic rules and promoting safe behavior on the road. Some resources are also used to support and provide welfare for law enforcement personnel involved in traffic control.

A specific portion of certain increased fines is allocated to a special fund dedicated to preventing nighttime accidents.

For local authorities, at least 50% of the revenue must be used for road safety purposes. A significant part must be dedicated to maintaining, upgrading, and improving road signage. Another portion must be used to strengthen traffic enforcement activities, for example by purchasing vehicles, tools, and equipment for local police.

The remaining funds can be used for broader safety measures, such as road maintenance, improving road surfaces, installing and maintaining safety barriers, and implementing projects to protect vulnerable road users like children, elderly people, pedestrians, and cyclists. Additionally, funds may be used for educational activities in schools and to enhance traffic control services, including nighttime enforcement.

Local authorities decide each year how to allocate these funds, but they must respect the minimum percentages established by law.
