These rules concern vehicles used in Italy by Italian citizens residing abroad or by foreigners temporarily present in the country. In such cases, when a vehicle is temporarily imported or newly purchased for export, a temporary registration document can be issued. This document is valid for a maximum of one year, with the possibility of extension, and is accompanied by a special identification plate. Before obtaining these documents, all required customs formalities must be completed.
This allows non-residents to legally use the vehicle in Italy for a limited period without having to fully register it in the Italian system. It is therefore a temporary solution intended for short stays or transit situations.
There is also a more permanent situation. Italian citizens living abroad and registered in A.I.R.E., as well as EU citizens or companies established in an EU country that have a stable connection with Italy, may request vehicle registration under Italian rules. In this case, the vehicle is registered in Italy, but the owner must declare a legal domicile within the country. This domicile may be at the address of a resident individual or an authorised administrative intermediary.
This second option reflects the principle that a stable connection with Italy requires full compliance with Italian registration rules.
Regarding penalties, it is essential to respect the validity of the temporary registration document. Driving with an expired document results in an administrative fine. In addition, a very serious additional penalty may apply, namely the confiscation of the vehicle. However, this can be avoided if, after the violation is detected, the vehicle is properly registered in Italy according to the law.
In summary, vehicles owned by Italians living abroad or by foreigners may circulate in Italy with temporary documentation, but only for a limited period. If there is a stable connection with Italy, full registration is required. Compliance with these rules is essential to avoid serious penalties, including vehicle confiscation.
