Infographic: Disabled parking: rules and rights

The law establishes specific rules to support the mobility of people with disabilities. Road authorities must create and maintain appropriate facilities, such as reserved parking spaces and dedicated road signs, in order to make movement and parking easier for these individuals. This means that roads and parking systems must be designed to ensure accessibility and safety for disabled persons.

To use these facilities, an official authorization is required. This authorization is issued by the mayor of the municipality where the person resides, according to conditions and procedures defined by law. In practice, it is not enough to simply have a difficulty; a person must be officially recognized as entitled and must possess the special permit.

Vehicles serving authorized disabled persons benefit from important advantages. When parked in time-limited parking areas, such as spaces regulated by a parking disc, they are not required to respect those time limits. In addition, if the vehicle displays the special permit, it is allowed to park free of charge in paid parking areas, while still respecting any spaces specifically reserved for disabled users.

It is very important to understand that these privileges cannot be used by anyone without permission. Anyone who uses reserved spaces without proper authorization commits an offence and is subject to a significant administrative fine. The same applies to improper use of the permit, for example if it is used when the disabled person is not present or not involved in the journey.

Even those who are entitled to these benefits must follow the conditions stated in their authorization. If a person with a valid permit does not respect the rules or limits, such as parking in an incorrect way or outside the allowed situations, they may still receive a fine, although usually lower than for unauthorized use.

For the theory exam, it is essential to remember that the disabled parking permit is linked to the person, not to the vehicle. This means it can be used in any vehicle transporting the authorized person. However, it must always be used correctly and only when it is actually needed for that person, otherwise it becomes an illegal use.
