Infographic: Implementing regulations of the Code

The Highway Code establishes the main rules, but implementing regulations and ministerial decrees are needed to apply them in practice. These acts define in detail how the rules must be enforced.

When the Code assigns Ministers the task of issuing such regulations, they must do so within twelve months from the entry into force of the Code, unless a different deadline is specified.

Once issued, these decrees do not take effect immediately. They become effective six months after publication, allowing time for authorities and citizens to adapt.

In the meantime, previous regulations remain in force to avoid legal gaps, unless otherwise provided.

This rule ensures a smooth transition between old and new regulations and guarantees continuity in the system.
