To legally circulate on the road, a moped must have a registration certificate and a license plate. The certificate contains all the essential information about the vehicle, including technical specifications and owner details. The license plate is personal, meaning it belongs to the owner and not permanently to the vehicle, and it can only be associated with one moped at a time. When the vehicle is sold, the plate remains with the owner and can be used for another moped.

Each moped is recorded in a national database through an electronic file that stores all information about the vehicle and its holder over time. This system ensures that the person responsible for the vehicle can always be identified. Changes of residence must also be updated to keep the records accurate.

The moped must comply with technical requirements set by law, especially regarding maximum speed. It is not allowed to manufacture, sell, or modify mopeds to exceed the legal speed limits. Driving a modified or non-compliant vehicle is also prohibited and leads to penalties.

It is mandatory to ride with a properly registered and plated moped. Missing documents, absence of a license plate, or using a plate that does not belong to the vehicle can result in fines, which may be very high in serious cases. Even a plate that is not clearly visible can lead to penalties because it prevents proper identification.

In case of ownership transfer, the registration certificate must be updated. If this is not done, the document may be confiscated until the situation is corrected. Additionally, if the certificate or plate is lost or stolen, it must be reported to the authorities within 48 hours, and a duplicate must be requested shortly after.

Serious violations, such as illegal modifications or lack of required documents, may result in administrative detention of the vehicle, confiscation, or even destruction. These measures are intended to ensure road safety and compliance with the law.
