Mopeds are motor vehicles with two or three wheels that must meet specific technical characteristics defined by law. Their main feature is that they are designed with limited performance, distinguishing them from motorcycles and more powerful vehicles.
To be classified as a moped, the vehicle must have an engine with a displacement not exceeding 50 cubic centimeters if it uses internal combustion. If it is electric, the power must not exceed 4 kW. Additionally, the vehicle must not be capable of exceeding a maximum speed of 45 km/h on a flat road.
Three-wheeled mopeds can be designed for transporting goods. In such cases, their dimensions and mass must comply with European technical standards to ensure safety and consistency across countries.
All these characteristics must be inherent in the vehicle by design. The law includes controls and technical requirements to prevent modifications that could increase performance. If a moped is modified or built in a way that exceeds even one of these limits, for example in speed or power, it is no longer classified as a moped but as a motorcycle.
This change in classification is important because it leads to different and stricter rules regarding circulation, required documentation, and driver obligations.
For the theory exam, it is essential to remember that the 45 km/h speed limit and the engine power or displacement limits are the key elements that define a moped.
