Infographic: Multiple violations and penalty calculation

When a person, through a single action or omission, violates multiple provisions of road law or commits several violations of the same rule in the same context, separate penalties are not always applied. In general, only one penalty is imposed, corresponding to the most serious violation, increased up to three times. This rule prevents excessive accumulation of fines for a single behaviour.

This principle typically applies when violations occur on the same stretch of road, for example between two intersections, or within a continuous driving situation. For instance, if a driver commits multiple offences at the same time, such as speeding and failing to keep a safe distance, the most serious penalty is applied with an increase, instead of adding all fines together.

However, there are important exceptions. In limited traffic zones and pedestrian areas, each individual violation is punished separately. This means that every unauthorized entry or breach of restrictions results in its own fine, even if multiple violations occur on the same day.

In certain cases, when violations in these areas are detected automatically without stopping the driver, only one penalty is applied per calendar day. This applies even if the vehicle enters the restricted area multiple times in the same day or if restrictions apply only during certain time periods. This rule applies only under specific legal conditions.

Regarding automated control systems, such as cameras, they must operate under normal traffic conditions. If exceptional events occur, such as unexpected congestion that forces vehicles to remain in restricted areas, the control system must be deactivated. Additionally, when the time spent in a restricted area is monitored, a tolerance of 10% beyond the allowed time is permitted.
