In Italy, after obtaining a driving licence for categories A2, A, B1 and B, drivers are subject to specific restrictions during the first three years. These rules are designed to improve safety, because new drivers have limited experience and a higher risk of accidents. During this period, drivers are not allowed to exceed 100 km/h on motorways and 90 km/h on main extra-urban roads, even if the general speed limits are higher.
For category B licence holders, there are also restrictions related to vehicle power. During the first three years, it is not allowed to drive vehicles with a power-to-weight ratio exceeding 75 kW per tonne. In addition, for passenger cars of category M1, including electric and plug-in hybrid vehicles, there is also a maximum engine power limit of 105 kW. This means that new drivers must choose less powerful vehicles, such as small or medium-sized cars, to reduce risks associated with high performance.
There are some exceptions to these restrictions. They do not apply when the vehicle is used to transport a person with a disability who is authorized, provided that the person is actually on board. The restrictions also do not apply if the driver is accompanied by an instructor-like person who is under 65 years old and has held a valid licence for the same category for at least 10 years, or holds a higher category licence. In such cases, the driver is considered supervised and may drive more powerful vehicles.
These limitations apply automatically from the moment the driving test is passed, meaning from the date the licence is obtained, without the need for additional procedures. The details of these limits may also be indicated in vehicle documents according to regulatory rules.
If these rules are violated, penalties are applied. The driver must pay a fine ranging from 165 to 660 euros. In addition, there is a suspension of the driving licence for a period between two and eight months. Therefore, failing to respect these restrictions can have serious financial consequences and may prevent the driver from continuing to drive.
