The creation of access points from a road to private properties, buildings, or other roads is strictly regulated to ensure safety and smooth traffic flow. New access points, branches, or connections cannot be created without prior authorization from the road authority. This rule applies to both private and public roads connecting to an existing road.
Existing access points must comply with current regulations and, if authorized, must be adapted to meet updated requirements. Driveways used by vehicles must be properly marked with the appropriate sign and must be authorized.
It is not allowed to modify existing access points or change their use without new authorization. For example, converting a pedestrian access into a vehicle access or increasing traffic use without permission is prohibited.
Those who receive authorization are responsible for constructing and maintaining any necessary structures, such as small bridges over roadside ditches, without altering the characteristics of the road or drainage systems.
Technical rules for building and maintaining access points are defined by regulations. In some cases, authorization requires the construction of parking areas, especially for facilities that generate traffic.
In more complex situations, such as when there are many closely spaced access points or when road conditions do not ensure safety, the authority may require specific solutions like parallel roads, controlled intersections, or organized access systems, sometimes involving multiple property owners.
It is always forbidden to create access points in dangerous locations, such as on ramps, or along acceleration and deceleration lanes.
Anyone who creates or modifies access points without authorization is subject to an administrative fine and must restore the original condition at their own expense. Even if the access is later regularized, the fine still applies.
