Drivers must always adjust their speed according to several factors, including the characteristics, condition, and load of the vehicle, as well as road conditions, traffic, and any other relevant circumstance. The goal is to avoid any danger to people, property, and the normal flow of traffic. There is no universally safe speed; it must always be adapted to the specific situation.

A driver must always maintain full control of the vehicle and be able to perform all maneuvers safely. In particular, the driver must be able to stop the vehicle in time within the visible distance and in front of any reasonably foreseeable obstacle. This means that simply respecting speed limits is not enough; speed must also be adapted to visibility and real conditions.

Speed must be further reduced in situations that increase risk. These include areas with limited visibility, curves, intersections, near schools or places frequented by children, steep descents, narrow or obstructed passages, night driving, poor weather conditions, and when driving through urban areas or roads lined with buildings. In all these cases, extra caution is required.

Drivers must reduce speed and, if necessary, stop when passing other vehicles is difficult, near pedestrian crossings, and whenever pedestrians hesitate or do not move away. The same applies when animals are present on the road and may behave unpredictably.

Speed racing is strictly prohibited. At the same time, driving too slowly is also forbidden if it creates obstruction or danger to normal traffic flow. These rules apply not only to motor vehicle drivers but also to those handling animals.

Violating speed regulations results in administrative penalties that vary depending on the seriousness of the offence. Some violations lead to higher fines, while others result in lower penalties. Additional penalties may apply for offences committed during nighttime hours.
