Road traffic regulation is managed by competent authorities that apply rules to ensure safety and order on the roads. The Ministry of Infrastructure and Transport can provide guidelines and instructions to road authorities to ensure that regulations are correctly applied.
Road owners, such as municipalities or other administrations, are responsible for implementing practical measures to regulate traffic. If they fail to comply with the rules or do not act when necessary, they can be required to do so. In situations of serious danger to safety, authorities may intervene directly to carry out necessary works, even at the expense of the responsible entity.
Decisions regarding traffic, such as restrictions, prohibitions, or changes, are adopted through official acts called ordinances. These must be justified and made known to the public through road signs, so that all users can understand and follow the rules.
