When a vehicle is permanently removed from circulation, for example because it is exported abroad, an official procedure must be followed to cancel it from the registers. The owner or authorized person must request cancellation from the competent office and return the license plates and registration certificate. This process removes the vehicle from the national vehicle database and the Public Vehicle Registry, meaning it is no longer considered active.
Cancellation is only possible if the vehicle complies with inspection requirements or has passed the necessary technical checks. There must also be no pending procedures requiring further inspections. This ensures that the vehicle is properly verified before being permanently removed from circulation.
If the vehicle needs to be driven to the border for export, it may only circulate using a temporary permit and temporary plates. This type of circulation is limited and does not allow normal road use.
In some situations, such as when a vehicle has been removed from circulation and not claimed by the owner within a certain period, or when it is scrapped or sold as waste, authorities may act directly. After 180 days, if the vehicle has not been claimed or reported as stolen, the plates and documents are withdrawn and the vehicle is automatically removed from the registers.
Failure to comply with these obligations, such as not requesting cancellation in case of export, results in administrative penalties. These rules ensure that vehicle records remain accurate and that vehicles are properly tracked or removed when they are no longer in use.
