Animal-drawn vehicles must be driven in such a way as to ensure constant control over the animals and the safety of road traffic. The driver has a direct and continuous responsibility: they must never leave control during movement and must always maintain full control of the animals pulling the vehicle. This is essential because, unlike motor vehicles, animal behaviour can be unpredictable and requires constant attention.
The law also sets precise limits on the number of animals that may pull a vehicle. If the vehicle has two wheels, it may not be pulled by more than two animals; if it has four wheels, the maximum is four animals. Funeral transport is an exception and may follow different rules.
In certain specific situations, for example when climbing steep slopes or when justified needs arise, it is possible to use more animals than normally allowed. However, in such cases, prior authorization from the road authority is required. Within built-up areas, this authorization must always be issued by the mayor.
When a vehicle is pulled by more than three animals, the law requires the presence of two drivers. This ensures better and safer control, given the increased difficulty in managing a larger number of animals.
Anyone who does not comply with these rules is subject to administrative penalties. Although such vehicles are less common today, the rules remain important for ensuring safety and order in traffic.
For theory exam preparation, it is useful to remember that even for animal-drawn vehicles, fundamental principles apply, such as control, safety, and respect for required authorizations. The driver must always be able to manage the animals and prevent dangerous situations.
