The movement of animals on roads is regulated by specific rules aimed at ensuring the safety of both road users and the animals themselves. Anyone responsible for animals has a direct duty to ensure that they do not create danger or obstruction to traffic.
At least one handler is required for every two draft animals not attached to a vehicle, for each pack or saddle animal, and for any animal considered dangerous or difficult to control. The handler must maintain constant control and guide the animals safely to avoid any risk to others.
The same rules apply to single animals or small groups, unless the road passes through a designated grazing area marked with appropriate warning signs. In such areas, the presence of animals is expected, and drivers must be particularly cautious.
During nighttime or in low visibility conditions, outside built-up areas or on poorly lit roads, handlers must use an orange light visible in all directions. This ensures that animals are clearly visible and reduces the risk of accidents.
It is allowed to tie up to two animals behind an animal-drawn vehicle without a dedicated handler and without additional lights, provided that the visibility of the vehicleβs lights is not obstructed.
For large groups of animals, such as herds or flocks, one handler is required for up to fifty animals, and at least two handlers if the number exceeds fifty. Handlers must manage the movement so that at least half of the roadway remains free, allowing other vehicles to pass. Large groups must also be divided into smaller sections with adequate spacing to maintain smooth traffic flow.
Animals are not allowed to stop on the road. At night, groups must be preceded and followed by handlers carrying orange lights visible from both front and rear.
Failure to comply with these rules results in administrative penalties. For exam preparation, it is important to remember that managing animals on the road always requires control, visibility, and proper organization to ensure safety.
