The management of penalties and all subsequent procedures remains the responsibility of the municipality, which also supervises the work of the appointed personnel. Municipalities may also authorize companies managing parking to recover unpaid fees, including penalties and additional costs.

To detect violations, digital tools such as electronic devices and photographic evidence may be used. This allows for more efficient and well-documented enforcement.

Finally, these activities must be organized without creating additional costs for public finances.
