Responsibilities of road authorities

Road authorities are responsible for ensuring that traffic is both safe and smooth. To achieve this, they must maintain roads, keeping them in good condition and free from hazards or obstacles. This includes cleaning the roadway, shoulders, and surrounding areas, as well as managing related equipment and services such as lighting and safety barriers.

Another key responsibility is the technical inspection of roads. Authorities must regularly check that infrastructure is efficient and safe, taking action when necessary to prevent risks to road users.

They are also responsible for installing and maintaining road signs. Signs must be present, clearly visible, and properly maintained, as they are essential for guiding road users and preventing accidents.

Road authorities also perform administrative functions. They issue authorizations and permits, for example for roadworks, use of public space, or special transport. They must also report any violations of regulations or authorization conditions to the police.

When major maintenance works are carried out, authorities should, where possible and safe, create adjacent bicycle paths. This helps promote safer mobility for cyclists.

For roads managed under concession, these responsibilities are carried out by the concessionaire. For local rural roads, these duties are handled by the municipality.
