Roads must be designed, built, and managed according to specific rules established by the Ministry of Infrastructure and Transport. These rules define technical and geometric characteristics such as width, curves, visibility, and structures, with the main goal of ensuring the safety of all road users, including pedestrians and cyclists.
In addition to safety, road design must also consider environmental protection. This includes reducing noise and air pollution, especially in populated areas, and respecting landscapes and buildings of historical or architectural value. Environmental rules must align with the guidelines of the Ministry of the Environment.
In certain specific situations, it is possible to deviate from these standards, for example when local, environmental, or economic conditions make full compliance difficult. However, even in such cases, road safety must always be ensured and environmental harm must be avoided.
Technical standards are not fixed but are updated periodically to adapt to technological progress and evolving traffic needs. There are also specific criteria for classifying roads based on their characteristics, such as highways, urban roads, or rural roads.
Newly built roads, in many categories, must include bicycle lanes to promote safer and more sustainable mobility, unless this is not possible due to safety reasons.
Road authorities have several obligations. They must correctly classify the roads under their responsibility and update this classification if conditions change over time. They must also maintain detailed records, including maps and registers, covering roads as well as related systems and services.
Another important task is collecting traffic data. These data help understand road usage, improve traffic management, and comply with international obligations.
At the national level, a dedicated body collects and analyzes these data, publishes them annually, and ensures that regulations are followed. This allows for a comprehensive overview of the road network and supports continuous improvement in safety and efficiency.
